José Pallais is the former vice minister of government and foreign affairs of Nicaragua, during the government of Violeta Chamorro (1990-1997). Through his professional career, he has held the post of executive secretary of the permanent commission of human rights and the Nicaraguan vice-presidency of the UN Human Rights Committee in Geneva. From 2007 to 2012 he was representative of the León Department in Nicaragua with the Constitutional Liberal Party and he held the presidency of the Commission of Justice in the National Assembly where he led the approval of important laws such as the Law Against Organized Crime and Freedom Information Laws.
Pallais studied law at the Autonomous University of Nicaragua-León. He holds a Ph.D. by the Complutense University of Madrid and realized postgraduate studies in the Center for Economic Studies of Madrid. His area of specialization is Mercantile Law and Property Law.
