Carla Humphrey has been an electoral councilor at the National Electoral Institute of Mexico since July 23, 2020. She was previously an electoral councilor at the Electoral Institute of the Federal District and served as an advisor to the general council of the Federal Electoral Institute. Humphrey is an honorary member of the Mexican Association of State Electoral Counselors (AMCEE) and a founding member of the National Association of Electoral Counselors of the Electoral Organizations of the Mexican Republic. She holds several certificates in political-electoral matters and public administration.
Humphrey earned her juris doctor from the Autonomous Technological Institute of Mexico and is a PhD candidate in government and public administration at the Ortega & Gasset Complutense University of Madrid.
Humphrey was an event speaker at the Dialogue.
