Alfredo Carbonell serves as manager of social development for the city of Barranquilla, Colombia. Carbonell is a lawyer and a specialist in telecommunications law, he has a master’s degree in public policy from UCL as part of Chevening Colombia.
From 2008 to 2011, Carbonell was secretary of social management of the Mayor’s Office of Barranquilla. From 2013 to 2015, he was the manager of special projects at the Mayor’s Office of Barranquilla, and from 2016 to 2019, he served as director of Asoportuaria.
Carbonell was an event speaker at the Dialogue.
