[Maduro is unlikely to be granted legal immunity for alleged crimes against humanity]. His options are going to Iran, Cuba, Russia or Turkey. Even if they are morally horrible, legal incentives such as amnesties or pardons could be offered to other key administration figures to encourage them to ditch Maduro and support change.
