Leopoldo López’s transfer to house arrest doesn’t mean the regime is opening up and that a transition is imminent. But I think it does reflect that there has been international pressure. Sustained international pressure had an impact, and the government felt that it had to do this, especially with what happened the last couple of days with the attacks in Congress.
