Raul Castro has been much more pragmatic than his brother Fidel, who has been ideological. Cuba has moved in the direction that would have been hard to imagine if Fidel were still in power. And although those changes are happening, they are moving slower because Fidel is still there, the historic father of the Cuban revolution.
