Beyond tumbling oil prices, terrible management and high levels of corruption have led to Venezuela’s economic woes. It’s easy to scapegoat Colombians. It’s a good distraction. Whether it will work or not, I have serious doubts, but Maduro’s exhausted other options and is desperate.
