If [the US] goes down [to the Summit] with the traditional mindset that Latin America is ‘our’ sphere of influence, it’s going to repel the leaders at the summit and relations are going to continue to deteriorate. The administration needs to understand the realities in the region, among which is the dwindling influence of the United States.
