Chinese policy loans to Latin America have been conspicuous (see chart) and have sought to generate financial returns as much as political influence. Yet despite the region’s recent economic troubles, Beijing has remained committed to its closest partners, notes Margaret Myers, director of the Latin America and the World programme at the Inter-American Dialogue, a think-tank.
