Instead of saying ‘I’m going to wait until human rights progress becomes palpable,’ my impression is that (Obama) said to himself: ‘I don’t have a lot of time. And if I want change to happen in Cuba, I have to go see Raúl Castro and tell him: ‘Hey, what’s going on? I can’t do this alone.’
