Mauricio Becerra de la Roca Donoso, partner at BDA Abogados in Santa Cruz: “Bolivia faces various technical, legal and political obstacles that have hindered the development of its lithium industry. In technical terms, extraction in the country presents greater challenges in comparison with Chile and Argentina. While the most efficient method in the region is the evaporation of brine extracted from the subsoil, in Bolivia this process is hampered by shallow soil depth, high magnesium content and constant rains, which slow down evaporation. A failed attempt in 2023 highlighted these limitations when a complex built for this purpose did not achieve the expected results. While these problems could be solved with greater investment in technology, political instability has been the next obstacle.
