The biggest change in labeling these cartels FTOs rather than the more traditional TCO—transnational criminal organizations—is the authority it grants in designating those who provide ‘material support’ to the entity. This authority doesn’t have to be used, but it could be a major hammer to use on those who have turned a blind eye to these gangs’ violent behavior.
