It is well known, though, that Puerto Rico’s electric power system has been in poor condition for decades due to years of corrupt mismanagement, deficient planning, delays in carrying out required maintenance, the failure to make necessary capital investments and the difficulties inherent in operating a generation fleet that is near the end of its useful life. Then, Hurricane Maria caused the grid’s collapse in less than 24 hours. The system is barely functional and fragile, and its reconstruction has been painfully slow.
