The seven members of its newly inaugurated transitional government are often at odds with one another and with the prime minister they recently appointed. Mass unemployment and severe food shortages have spread throughout the country. Violent gangs have made life treacherous for most Haitians. And so far, the promise of international support to bolster the Haitian national police with a sizable contingent of external security forces remains largely unfulfilled.
