Will Pipeline Attacks in Colombia Harm Oil Supplies?

  • Oil pipelines in Colombia’s Arauca province were attacked five times in late August, following the expiration of a cease-fire agreement between the government and the National Liberation Army, or ELN, rebels. The Caño Limón – Coveñas pipeline was attacked three times, while the Bicentenario pipeline was attacked twice. How serious are attacks on oil pipelines in Colombia, and how much do they threaten the country’s oil supply and exports? What are the chances that Colombia’s government and the ELN will return soon to the negotiating table after talks broke down earlier this year? What stands in the way of the government’s ability to make progress toward a peace agreement with the ELN?

The talks went into crisis after both sides reneged on previous agreements—the ELN announcing it would restart extorsive kidnappings and the Colombian government initiating a parallel dialogue with the ELN front El Frente Comuneros del Sur—and made accusatory statements against the other.
