Why Does Bolivia’s Arce Want a Vote on Fuel Subsidies?

Susana Anaya Navia, economist with specialization in hydrocarbons and energy: “Inadequate hydrocarbons policies, a fixed exchange rate and high public spending have caused shortages of foreign currency and fuel. In Bolivia, hydrocarbons subsidies result from the setting of local prices well below opportunity prices. The difference is a subsidy that, in the case of fuels produced in Bolivia, is borne by the producer who receives the balance of the price at the wellhead after subtracting royalties (‘implicit subsidy’ or a type of oil rent). Attempts have already been made to puncture the subsidy. The government offered import authorization and diesel auctions, as well as two new gasolines of better quality and higher and fluctuating prices.
