What Can the Caribbean Do to Prepare for Storms?

Héctor Jiménez, director at the Office of Climatology at the University of Puerto Rico, Mayagüez: “Hurricane Ernesto delivered just a glancing blow to the archipelago of Puerto Rico, with wind gusts of up to 118 kilometers an hour on the east coast and 77 kilometers an hour on the west coast. The storm dropped up to 288 millimeters of rain on the eastern interior of the island. These figures are not unexpected for this kind of tropical storm. However, the impact on the electrical grid was quite significant, with about half the customers losing power during the first 12 hours after the storm. A week later, there are still about 50,000 clients without power. This is evidence of a fragile infrastructure and a level of preparedness with a lot of room to grow. There are ongoing efforts to reduce the vulnerability of the grid, but it is not clear how…”
