Elizabeth Dickinson, senior analyst at International Crisis Group: “Talks with the Segunda Marquetalia open a new chapter in Petro’s ‘Total Peace’ strategy, marking the first time the government is formally negotiating with a group led by signatories of the 2016 peace accords with the FARC who have since returned to arms. Some Colombians think Iván Márquez, the group’s leader and former FARC chief negotiator, and his allies should not be given a second opportunity to strike a deal with the state, saying it could encourage others to break solemn promises not to return to arms. But the government, which has prioritized talks, rightly recognizes the need to address the very real territorial influence the group wields.
