What Does Kenya’s High Court Ruling Mean for Haiti?

  • Kenya’s High Court on Jan. 26 ruled against the deployment of 1,000 police officers to Haiti, a force that would have served as the backbone of a U.N.-directed multinational peacekeeping force to help combat the Caribbean nation’s spiraling crisis of gang violence. The Kenyan court’s action came a day after the U.N. secretary-general’s special envoy for Haiti underlined how severe the crisis is, estimating that the rates of homicide and kidnapping more than doubled in 2023 and that gangs now control 80 percent of Port-au-Prince. What does the Kenyan court’s ruling mean for the future of the U.N.-backed peacekeeping mission to Haiti? What should the international community, including the United Nations and the United States, do in light of the ruling? The proposed Kenyan mission was requested by Haiti’s corrupt, repressive regime, which is propped up by the United States and lacks a single elected official. Kenya is leading the mission from 7,000 miles away despite not even having diplomatic relations with Haiti before September because those who were asked first—Canada, the Caribbean Community, Brazil and others—refused to lead it precisely because…”
