The complication: Arce is Morales’ former finance minister, hand-picked successor and co-party member. Since returning from exile, Morales continues to lead the Movement Toward Socialism party (MAS), delivers weekly addresses reminding Bolivians of his historically consequential administration, offers endorsements and issues orders to deputies. Less personalistic and more technocratic, Arce, meanwhile, has not allowed Evo and his backers to dictate his government’s direction. He also has built support among a substantial legislative bloc, important Indigenous and labor organizations in the MAS fold while Evo loyalists, also masistas, increasingly operate as a legislative opposition, accusing Arce’s administration of corruption, narcotrafficking and treason.
