He attended the G77 + China summit, of which Brazil is a member, under the rotating presidency of Cuba, on the eve of the U.N. General Assembly, to articulate positions on proposals for reforming the organization. In the bilateral field, resumption of cooperation relations, discontinued since the interruption of President Dilma Rousseff’s government in 2016. During his two previous terms in office, President Lula set aside important foreign policy space to actively contribute to the island’s hemispheric political defrosting process, which advanced under President Barack Obama and led the OAS itself to lift Cuba’s suspension from the organization, although its return depends on several conditions.
