Why Does Lula Want to Expand the Security Council?

Brazil’s lobbying for reform of the U.N. Security Council including a permanent seat for countries like Brazil is a decades-long objective for Lula and is expected to be on the agenda during a meeting with Biden on the margins of U.N. General Assembly next week. Since 2005, Brazil has formed part of the G4 Resolution alongside Germany, India and Japan, advocating for expanding U.N. Security Council membership to 25 nations by adding six permanent members and four non-permanent members. Lula’s latest push for permanent membership also reflects Brazil’s broader ambitions of leveraging its position as the largest economy in Latin America to pursue greater global leadership.
