How Effective Are Mexico’s Health Care Programs?

Mauricio López, chief of staff and senior public health advisor at the Mexican Secretariat of Health: “Measuring access to health care has always been tricky. Should it be determined by how many individuals have an insurance policy/card or how many who sought care effectively received it? Mexico’s National Survey of Household Income and Expenditure uses the first one. Nevertheless, since 2019, Mexican law has stated that people not registered under a social security institution (determined by their employment situation) have the right to receive free medical care and medication provided by the Mexican state; there is no insurance policy requirement. The percentage increase is a faulty survey design dragged from the pre-2019 insurance-centered model for Mexico. Ask people if they hold a card or a policy to access health services, and they would say ‘no;’ they simply do not need it now. They have access to health care by just being in Mexican territory.
