Pérez, dean of the School of Liberal Arts & Sciences and professor of political science at the University of North Texas at Dallas: “The conviction of former President Ricardo Martinelli to 128 months in prison for money laundering related to the ‘new business’ scandal marks a significant milestone for Panama’s judicial system. Martinelli has been dodging legal accountability since he left the presidency in 2014. While the conviction marks an important step toward improving transparency and accountability, Panama’s judicial system remains notoriously slow and bureaucratic. Since the appeal process will most certainly not conclude before the May 2024 presidential election, Martinelli will be able to continue his quest to return to the presidency. The most recent polls, taken before the conviction, show Martinelli leading his nearest rivals by more than 40 points.
