Cynthia McClintock, professor of political science and international affairs at The George Washington University: “Boluarte’s cabinet changes reflect not a major political pivot but rather damage control. Former Education Minister Oscar Becerra had compared Aymara women to animals and had insulted the OAS’ Inter-American Commission on Human Rights (IACHR). His insults came even as Boluarte seeks an effective response to the IACHR’s criticism of security forces’ abuses during Peru’s December-January protests and as she seeks OAS support against Mexico’s refusal to transfer the presidency of the Pacific Alliance to Peru (on the allegation that Boluarte is not Peru’s legitimate president). The replacement of José Tello as justice minister was due in part to his declarations of support for Becerra. The replacement of Alfonso Adrianzén as labor minister was due to his alienation of labor unions and an inappropriate hire.
