For almost two decades, the agreement has required migrants who ask for asylum at ports of entry along the U.S.-Canada border to be turned back to either country to seek asylum there. Until March 25, however, the agreement did not apply to people who crossed between ports of entry. Because of this, and because of U.S policies limiting access to asylum and rights and services for asylum seekers (that is, detention and limited access to counsel, long wait times for authority to work and a lack of health care or housing), many asylum seekers have made their way from cities in the United States to the Canadian border, especially at Roxham Road between New York and Quebec.
