Yael Schacher, director for the Americas and Europe at Refugees International: “In March, Canada and the United States announced an expansion of the Safe Third Country Agreement. For almost two decades, the agreement has required migrants who ask for asylum at ports of entry along the U.S.-Canada border to be turned back to either country to seek asylum there. Until March 25, however, the agreement did not apply to people who crossed between ports of entry. Because of this, and because of U.S policies limiting access to asylum and rights and services for asylum seekers (that is, detention and limited access to counsel, long wait times for authority to work and a lack of health care or housing), many asylum seekers have made their way from cities in the United States to the Canadian border, especially at Roxham Road between New York and Quebec. The United States Title 42 expulsion policy at the U.S.-Mexico border has also led Mexicans and people from other countries who want to seek asylum in…”
