How Will a Darien Gap Campaign Address Migration?

  • The United States, Colombia and Panama on April 11 announced plans to launch a campaign over the next two months to address unlawful immigration through the Darien Gap, the jungle region separating Colombia and Panama. The campaign plans to open new pathways for people to migrate through, as well as address the illicit movement of people and goods in the region, the three governments said in a joint statement. Between January and March of this year, there were almost 88,000 unlawful crossings through the Darien Gap.What would a coordinated immigration plan entail? What does each country stand to gain from the campaign, and what are the measures of success? How would a joint plan affect migrants traveling north through the Darien Gap?

Gina Kawas, senior program associate of the Inter-American Dialogue’s Migration, Remittances and Development Program: “The recent announcement only laid out generalities of the trilateral deal to halt migration at the perilous Darien Gap. The three countries have yet to specify the concrete measures of what the 60-day campaign to curb the flow of migrants will entail and the long-term plan after. More importantly, a coordinated immigration plan requires tackling the real causes of migration—people from Haiti, Venezuela, Colombia and Ecuador are fleeing poverty and persecution; hence, it is highly unlikely that authorities can deter them from making the trip by merely outlining the dangers of crossing. More so, if actions and resources will mainly focus on securing borders, it could lead migrants to…”
