The question is: what change? Unfortunately, change is being proposed without adequate information and without the needed process and systems infrastructure in place. Brazil received 178 million packages last year, only 2 percent of which filled out a customs declaration. The estimate is that Brazil lost 27 billion reais ($5.5 billion) and 12.9 billion reais ($2.6 billion) in federal and state taxes, respectively. Furthermore, these importations are not included in Brazil’s official trade statistics. The proposed changes will require that all cross-border e-commerce have a customs declaration and will do away with the existing de minimis limit of $50.00, which…”
