Do Impeachment Efforts Threaten Ecuador’s Lasso?

  • Ecuadorean lawmakers on March 14 voted to declassify documents related to active investigations of alleged corruption at public companies, the latest development in the opposition’s efforts to impeach President Guillermo Lasso. Of 137 legislators, 104 voted in early March to approve a nonbinding report recommending the launch of an impeachment process against the president, the second since the beginning of his presidency in 2021. What charges are the Ecuadorean opposition bringing against Lasso, and how has his administration responded to the allegations? How are current impeachment efforts different from the last? What would Lasso’s removal from office mean for Ecuador’s political stability and public security?

Nathalie Cely, president of the Centro de Competitividad in Quito and former Ecuadorean ambassador to the United States: “President Lasso ran on an anti-corruption platform, and when the first allegations of corruption against Hernán Luque, president of Coordinadora de Empresas Públicas (EMCO), his brother-in-law Danilo Carrera and Ruben Cherrez (who was also accused of drug trafficking) were made, Lasso’s initial statements were full of contradictions and lacked a strong request for oversight. In fact, the slowness of the internal anti-corruption processes and of the prosecution itself, ended up allowing Mr. Luque to flee the country. Presidents of public companies have great responsibility and power as they control strategic sectors for Ecuador. Public companies are under the regime of the Organic Law of Public Companies and the respective sectoral laws, which allows…”
