What Will Come of Petro’s $247 Billion Development Plan?

Robert Munks, senior analyst for Americas risk insights at Verisk Maplecroft:“By May 7, the deadline for congressional approval of Colombia’s far-reaching National Development Plan (PND), President Gustavo Petro will be facing a shift in political and economic realities. The plan’s intended beneficiaries are clear, with most of the funding directed to human security, social justice and regional convergence–meaning a prioritization of ‘total peace’ and reforms aimed at poorer, marginalized and rural communities, alongside other goals, including the energy transition. But Petro’s honeymoon period, which in part enabled approval of tax reform in late 2022, is ending. His approval ratings have dropped to 36 percent since October, and passage of the PND needs to be seen in the context of other potentially difficult reforms now laid before, or shortly due, in Congress.
