Jaime Aparicio Otero, professor at The George Washington University’s Elliott School of Foreign Affairs and former Bolivian ambassador to the United States and the Organization of American States: “Massive popular protests in Santa Cruz violently repressed by the government of Luis Arce, stem from the violent arrest and imprisonment of regional leader Luis Fernando Camacho in a high-security prison in La Paz under the accusation of ‘terrorism.’ The unnecessarily violent and illegal detention of the governor of Santa Cruz responds to power struggles between Evo Morales and Luis Arce. The order to arrest Camacho, made a few days after Arce’s visit to Cuba, is seen in Bolivia as a concession by the government to mitigate Morales’ attacks on Arce, and to calm the turbulence between the two factions of the government party. Camacho was a key player during the popular insurrection that precipitated Morales’ resignation in 2019 after an OAS audit verified…”
