Will a Second Try at a New Constitution Succeed in Chile?

Patricio Navia, clinical professor of liberal studies at New York University and associate professor at the School of Political Science at Universidad Diego Portales in Chile: “Voters’ rejection of the proposed constitution last September showed that Chileans wanted a new constitution, not a new country. The radical transformation of Chile proposed by the new draft led a wide majority of people to reject it. This time around, the leaders of most parties with representation in Congress have agreed on a much more limited constitution writing process. There will be an elected body comprised of 50 members, but the new convention will be limited by a 12-point document that lists the basic constitutional principles that cannot be modified, including the concept of a single nation and several key institutions, like the bicameral congress, the judiciary and the independent central bank. In addition, there will be a group of 24 experts who will work on a draft that will be the basis for the convention’s deliberations.
