How Much Are Repeated Probes Hobbling Castillo?

  • The Organization of American States adopted a resolution on Oct. 20 to send a mission to Peru after the country’s president, Pedro Castillo, denounced an alleged attempted coup against his government. The developments followed a decision by Peru’s attorney general to file a complaint against the president involving alleged criminal activity within the government. Since taking office in July of last year, Castillo’s presidency has been turbulent; it faced two impeachment votes in its first year. What is at the root of Castillo’s latest political crisis? How is it affecting the president’s ability to govern and advance his policy agenda, and how much is it affecting the country’s economic outlook and business climate?

Gino Costa, former member of Peru’s Congress: “There has been no coup d’état against President Pedro Castillo, but rather serious and well-founded accusations against him by Attorney General Patricia Benavides for acts of corruption and obstruction of justice. She has requested authorization from Congress to have the president tried, although the constitution forbids it. For Benavides, the prohibition is at odds with the United Nations Convention against Corruption, whose application should be preferred. If that happens…”
