Why Does Ecuador Keep Experiencing Deadly Prison Riots?

Jan Jarab, regional representative for South America at the Office of the U.N. High Commissioner for Human Rights (OHCHR): “The penitentiary system in Ecuador shares some characteristics with other penitentiary systems (and systems of criminal justice) in Latin America. Above all is the increase in the number of people behind bars. In Ecuador, the number of incarcerated people has tripled over the last 13 years, and a large part of this increase (which includes women) is associated with drug-related offenses. Nonetheless, Ecuador’s massacres over the last two years stand out even in the regional context. One obvious cause is the emergence of new groups of organized crime and the conflicts between them. However, this in itself cannot explain why the massacres keep occurring. It is clear that there is a governance issue. If firearms keep entering the prisons, corruption or collusion is undoubtedly…”
