Arcos, associate director of the Cuban Research Institute at Florida International University: “Resuming visa processing in Havana is one of several policy adjustments the Biden administration is implementing to stem the extraordinary flow of Cuban migrants through the U.S. southern border. The Cuban government claims that to reduce this flow, the United States must―among other things―continue granting a minimum of 20,000 annual visas in Havana, a concession the Clinton administration made after the 1994 ‘rafter crisis.’ This is the fourth time in six decades the Cuban government has successfully used engineered migration to force concessions from the United States. This latest wave of Cuban migrants, the largest ever, was orchestrated by the Cuban government with the help of Nicaragua, which in 2021 lifted visa requirements for Cuban nationals. The scheme created a direct bridge to Central America for Cubans hoping to reach the U.S.-Mexico border, effectively launching a one-way migrant airlift between Havana and Managua.
