Will New Corruption Allegations Reshape Paraguay’s Politics?

  • Paraguayan Vice President Hugo Velázquez Moreno said in mid-August that he plans to stay in the post, reversing his previous statement that he would resign following his placement on a U.S. corruption list for alleged bribery. However, Velázquez, who has denied any wrongdoing, also withdrew his bid to be a candidate of the governing party in next year’s presidential election and offered his support to another contender. What impact are the allegations having on the current government, and on the political calculus within the governing party ahead of the December primaries? What is the state of the opposition, and who are its most important presidential candidates to watch?

Sebastián Acha, executive director of PRO Desarrollo Paraguay: “The main reason that drove Vice President Velázquez to withdraw his resignation is unclear, but it is hard to believe that it’s unrelated to an internal conversation between both principal movements of the ruling Colorado Party. It seems plausible as both main political figures who have been battling, former President Cartes and Velázquez, both found themselves being declared ‘corrupt’ by the U.S. government. So we can conclude that there’s been continued back channel conversation between two political leaders to reach an internal agreement to preserve the political influence of the Colorado Party on the judiciary. Resigning from the post would mean taking the blame for the U.S. government’s bribery accusations. So it would lead the party to a very possible defeat in the next election because it would…”
