Migration was the main topic of discussion with the Central Americans, while the visit to Cuba was clearly intended to reaffirm Mexico’s independence from U.S. policy toward the island, and to cozy up to a government that is undergoing serious economic and social challenges. Much of the trip was dominated by traditional speeches on political and economic cooperation, as well as repeated pleas for the United States to fund Central American development priorities as a way to reduce immigration pressures on Mexico and the United States. In the case of Cuba, the Mexican president not only signed commitments to import that country’s unvalidated Covid vaccine, but he also agreed to bring 500 additional Cuban doctors…”
