This is certainly a positive and constructive step in the deteriorated bilateral relationship, but it is insufficient to resolve the current migration crisis. First, the migration accords, if fully implemented, define granting Cubans up to 20,000 visas per year, but annual Cuban migration to the United States exceeds 100,000.
