Dr. Arachu Castro, Ph.D., MPH, is Samuel Z. Stone chair of Public Health in Latin America and director of the Collaborative Group for Health Equity in Latin America at Tulane University School of Public Health and Tropical Medicine, in New Orleans. She is a medical anthropologist trained in public health.
Dr. Daniel Salinas has served as Uruguay’s minister of health since 2020. A neurologist, he has worked in numerous health centers, such as the Círculo Católico de Obreros del Uruguay, Central Hospital of the Armed Forces and Casa de Galicia. Between 2012 and 2018, Salinas served as head of the Electroencephalography Service at Vilardebó Hospital, and from 2009 to 2019 served as a member of the board of the Uruguay Medical Union Assistance Center, or CASMU, the country’s medical assistance and insurance fund.

Dr. Maria Clara Horsburgh is the medical affairs director for Roche Central America & Caribbean. She holds a medical degree from Universidad del Salvador in Buenos Aires, Argentina, and later did her medical oncology residency at the Angel H. Roffo Oncological Institute at Universidad de Buenos Aires.
A Software and Computer Engineer by training, Miguel Coelho has over 25 years of consulting, product management, and sales experience with enterprise applications and platforms in companies such as Oracle, SAP and Fujitsu, and in the last 16 years has focused exclusively on Healthcare IT, with a concentration on topics such as healthcare interoperability, health information exchanges and healthcare analytics.
Ramiro Guerrero is the dean of the school of economics and finance at Universidad Icesi in Cali, Colombia. Guerrero has worked as a research associate at Fedesarrollo (a leading economic policy Think Tank) and as an economic editor at Semana. Guerrero was an event speaker at the Dialogue.
