Hemispheric insecurity is one of the most pressing challenges facing the Western Hemisphere today. Latin America and the Caribbean record the highest regional homicide rates in the world, with more than half of these deaths linked to organized crime. Recognizing the urgency of this issue, the Inter-American Dialogue launched the Hemispheric Security Initiative, a platform that advances dialogue, generates policy recommendations, and promotes cross-sector collaboration to strengthen democratic security strategies across the region.
The initiative seeks to foster regional cooperation by engaging policymakers, the private sector, civil society, and academia in sharing knowledge and best practices to combat the region’s security challenges. Central to this effort is a dual approach that treats enforcement and prevention as equally essential and mutually reinforcing components, which helps generate more comprehensive and sustainable long-term solutions.
Dr. Rebecca Bill Chavez served as Deputy Assistant Secretary of Defense for Western Hemisphere Affairs from 2013 until 2016 where her areas of focus included shaping Defense Department contributions to the U.S. Central America Strategy, supporting the Colombian peace process, resetting defense relations with Argentina and Brazil, and strengthening the U.S.- Mexico relationship.
