These quality assurance systems should capture children’s development indicators, human resource capacities, as well as the basic conditions (technical, financial, and structural) that public and private providers must meet.
These quality assurance systems must also include procedures for technical assistance and quality verification, including incentives for compliance and consequences for non-compliance.
