Wolf Pamphile

Haiti | Founder and Executive Director , Haiti Policy House

Wolf Pamphile is the founder and executive director of the Haiti Policy House, a Washington, D.C.–based think tank advancing research and policy solutions on Haiti’s foreign relations, security, and economic development. Under his leadership, the organization has grown from a grassroots initiative into a nationally recognized voice, delivering briefings to the U.S. Department of State, the National Security Council, USAID, foreign governments, multinational organizations, and members of Congress.

Pamphile directed the think tank in securing two strategic partnerships with Florida International University’s Jack Gordon Institute and one with a leading research center in Haiti, the Center for Technical Planning and Applied Economics (CTPEA), to deepen on-the-ground collaboration and generate evidence-based analysis. He also oversaw the publication of original articles examining Haiti’s security crisis, trade vulnerabilities, and regional role in Caribbean geopolitics.

Before founding the Haiti Policy House, Pamphile worked at the U.S. Department of Commerce, where he managed strategic planning and global outreach initiatives. In 2023, he received the Director General’s Award for his work promoting international trade and inclusion across underserved communities.
