Shawn F. Sullivan

Shawn F. Sullivan serves as Citi’s managing director and head of government relations for Latin America and the Caribbean, where he is responsible for advancing Citi’s public policy priorities in the region. Prior to joining Citi, Mr. Sullivan worked for the technology platform Airbnb, where he led the company’s government relations efforts in key Latin American and Caribbean markets.

With a primary focus on Latin America, Mr. Sullivan has twenty years of international public policy, U.S. government, and nonprofit experience. He worked for two leading government relations firms in Washington, D.C. and served as the regional director for Latin America and the Caribbean at an international nonprofit focusing on strengthening democratic institutions, political parties, and the rule of law.

From 1995 to 2006, Mr. Sullivan served in various capacities at the U.S. Departments of State and Defense. At the Pentagon, he served as a special assistant in the Office of Legislative Affairs in the Office of the Secretary, managing the Iraq and Afghanistan portfolios. Prior to this, he was the political and economic counselor at the U.S. Embassy in Angola, where he helped organize the U.S. humanitarian response to the end of the country’s civil war. In 2001, the North Atlantic Treaty Organization (NATO) appointed him as the political advisor to the NATO commander general in Kosovo and as the NATO secretary general’s personal representative to Serbia. In this role, he led the diplomatic effort to negotiate a peaceful resolution to an armed insurgency movement in southern Serbia. Mr. Sullivan joined the State Department in 1995 and served for four years in the Bureau of Western Hemisphere Affairs, working with the region’s political and military leaders on trade, development, and political-military matters.

A native of Boston, Mr. Sullivan earned his undergraduate degree in political science from the University of Massachusetts Amherst and his master’s degree in Latin American studies from the University of New Mexico. He is the recipient of numerous awards and commendations from the U.S. Departments of State and Defense, as well as NATO. He is fluent in Spanish.
