Sandra García is a former non-resident senior fellow for the Education Program at the Inter-American Dialogue. García is an associate professor at the School of Government of Universidad de los Andes where she teaches “Evaluation of Public Policies,” “Social Policy,” and “Poverty Inequality and Public Policies.” Her research interests are concentrated in the areas of evaluation of public policy and social policy, and education. She has more than 15 years of experience in research on issues of poverty, inequities in education, and impact evaluation of social programs. She has worked on technical studies for UNESCO, UNICEF, UNDP, and the OECD. In 2012, she worked as principal investigator in a UNICEF-funded study on multidimensional poverty in children and adolescents and the evaluation of the social protection system for children and adolescents. Additionally, in 2014 and 2015, she coordinated the impact evaluation studies and evaluation of the implementation of the Todos a Aprender program, funded by the Ministry of Education of Colombia. García is an Industrial Engineer from Universidad de los Andes (1996), has a master’s degree in public administration from Columbia University (1999) and a PhD in Social Policy from Columbia University (2007).
