In 1987, Rubén Ramírez Lezcano graduated as an economist from the Faculty of Economic and Social Sciences of the University of Buenos Aires. In 1989 at the Sorbonne University of Paris he passed and obtained a master’s degree in international politics. He later studied business administration at the University of California in 1998.
He began his diplomatic career on August 8, 1989. After an extensive career passing through various ministerial levels, he was promoted to the rank of ambassador of the diplomatic and consular rank of the Ministry of Foreign Affairs in 2004. He has occupied key roles in Paraguay’s embassies in Argentina, Ecuador, France and the United States; permanent missions in Uruguay, Switzerland, and France, and consulates in the United States.
In 2006 he was appointed minister of foreign affairs by president Nicanor Duarte Frutos and held the position until the end of the constitutional period in 2008. From there he moved to the private sphere where he held executive positions. He also held the position of director-representative of the Andean Development Corporation (today CAF-Development Bank of Latin America and the Caribbean) in the Argentina office and later in Panama, with responsibilities for Central America, the Caribbean and Mexico. His management of various functions of CAF was characterized by the promotion of important infrastructure works, the development of the energy sector, communication, education and social development.
Among these initiatives, the following stood out: the structuring of financing for the expansion of the Panama Canal; the first metro in Panama City; the development of bioceanic corridors in Argentina; development of 500 kV high-voltage lines; expansion and improvement of the railway network; Argentine Geostationary Telecommunications Satellite System (ARSAT); development of social infrastructure; productive support programs; and port development, among others.
After working in the private banking and financial sector of Paraguay, on August 15, 2023, Ambassador Ramírez Lezcano was reappointed minister of foreign affairs of the Republic of Paraguay by president Santiago Peña, a position he holds to this day.
Ambassador Ramírez Lezcano is married to Adriana Cabelluzzi and has two children: Martín Darío Ramírez Cabelluzzi and Santiago Andrés Ramírez Cabelluzzi. He speaks fluent Guaraní, Spanish, English, French and Portuguese.
