Ricardo Cuenca is a principal researcher at the Instituto de Estudios Peruanos (IEP) and professor at the Universidad Nacional Mayor de San Marcos (UNMSM). Cuenca specializes in the study of reforms and comparative policies in education and the relationship between education and politics, with a historical perspective. Cuenca has been minister of education of Peru during the transition government (November 2020 – July 2021). And he is a member of the Advisory Council of the Organization of Ibero-American States for Education, Science and Culture (OEI). 

Cuenca is a social psychologist and has a doctorate in education from the Universidad Autónoma de Madrid. 

Cuenca is an ambassador of connectivity for educational purposes at the Dialogue.
