Rafael Eugenio Rodríguez Pellecer is a lawyer with a master’s degree in Government and Public Administration and nearly 20 years of experience in public administration, international cooperation, and legislative advising. He served as Minister of Labor and Social Welfare of Guatemala (2020-2024), where he promoted international labor mobility, strengthened the General Labor Inspectorate, and advanced dignified employment initiatives. He was Guatemala’s titular representative to the Governing Body of the International Labour Organization (ILO).
Currently, he is an advisor to IRTRA (Institute for the Recreation of Private Company Workers) and the Superintendence of Banks. He is also the founder of Balam Hunters, a company specialized in international recruitment.
Rodríquez Pellecer firmly believes in the importance of dialogue, professional civil service, and effective collaboration among the public sector, private sector, and international cooperation to improve citizens’ lives.
