Pamela K. Starr

Non-Resident Senior Fellow, Inter-American Dialogue

Pamela K. Starr is a professor of the practice of international relations and public diplomacy at the University of Southern California and a senior avisor at Monarch Global Strategies. She previously served as a senior Latin America analyst at the Eurasia Group, where she led the firm’s Mexico practice. Prior to that, Starr was a professor of Latin American political economy at the Instituto Tecnológico Autónomo de México (ITAM) in Mexico City from 1997 to 2005.

A leading expert on Mexican politics, policymaking, institutional structure, macroeconomics, and U.S.-Mexico relations, Starr has authored numerous scholarly articles, book chapters, and policy reports on Mexico and its bilateral relationship with the United States. Her forthcoming book, Introducing Mexico, will be published by Polity in 2026.

Starr frequently advises the U.S. Department of State—including the U.S. Embassy in Mexico City—on issues related to Mexican politics, economics, and U.S.-Mexico relations. She has counseled high-level officials on both sides of the border, including the U.S. Secretary of State, the Mexican Foreign Minister, several U.S. Ambassadors to Mexico, and Assistant Secretaries of State for Western Hemisphere Affairs. She has also testified before the U.S. Congress.

Starr received her PhD in political science from the University of Southern California in 1993.
