Maruja Gorday de Villalobos is the minister of education of Panama. Gorday de Villalobos has been general director of the Instituto Panameño de Habilitación Especial (IPHE), founder and director of the Ann Sullivan Center, secretary general of the Secretaría Nacional de Discapacidad (SENADIS), national director of special education of the IPHE and director of the Special Vocational School.

She was a representative of the Ministry of Education (MEDUCA) in the Consejo Permanente Multisectorial para la Implementación del Diálogo por la Educación (COPEME), representative of the Ministry of Education in the Dialogue Table Commitment to Education, candidate to the Committee on the Rights of Persons with Disabilities (CRPD) of the United Nations. 

Gorday de Villalobos graduated as a teacher of special education with a specialization in early childhood stimulation, vision, hearing, and language from the Higher Institute of Specialization. She has a Bachelor’s of Applied Arts from the Faculty of Architecture of the University of Panama.

Gorday de Villalobos was an event speaker at the Dialogue.
