Leybourne co-leads the World Bank Group’s Offshore Wind Development Program and is a senior energy specialist in the Energy Sector Management Assistance Program (ESMAP). He has worked in the offshore wind sector for the past 15 years, and in that time he has advised both governments and project developers in over 20 countries. Prior to joining the World Bank, Leybourne worked at an international consultancy firm, leading engineering and environmental advisory teams on the design and planning of offshore wind projects. Leybourne has a PhD in Offshore Renewable Energy and a degree in Aerospace Engineering, both from the University of Southampton, United Kingdom.
